Since the graph of a quadratic function is a parabola.

Moreover, the given graph is a downward parabola, so it will go upto negative infinity in the y-axis.

And the highest possible value of the function is given by the vertex of the parabola which is y=-3 in this case.

So it can be concluded that the value of the function i.e. y, ranges from -3 to negative infinity.

Therefore, option B is the correct choice.
