I would say 600 sq mi ie divide the population 2099451 by the population density 3501 people per sq mi to get 599.6 sq mi or rounded off to the nearest 1\10th is 600 sq mi.

The population density can be calculated as the ratio:
population density=number of people/land area
From this equation we can write the following equation in order to calculate the land area: land area=number of people/ population density
In our case, number of people in Houston=2099451
population density in Houston=3501
land area=599.67 mi2
