The slope of a perpendicular line is the negative reciprocal of the regular slope (of the regular line).

slope = negative reciprocal of -2/3
slope = 3/2

We know that the y-intercept of the new line is (0,-4)

So, we create an equation in the form y=mx+b
y=3/2x-4
