First use the distance formula to find the radius of the circle:

\sqrt{ ( x_(2)- x_(1)) ^(2)+ ( y_(2)- y_(1)) ^(2) }

d=
\sqrt{ (-1-23)^(2)+ (5--2)^(2) }

d=
\sqrt{ (-24)^(2)+ (7)^(2) }

d=
\sqrt{ (-24+7)^(2) }

d=
\sqrt{ (-17)^(2) }

d=|17|
d=17

Next, find the equation of the circle (use the first picture):
(x+1)^2+(y-5)^2=17^2

Finally, input the equation into a graphing calculator:
