So what i do is take 25 cents off every dollar, so 0.25x24.95=6.24 so you subtract 6.24 from 24.95 you get 18.71. So Shirley's hat cost her $18.71 plus tax

The sale price is $6.24 because you divide 24.95 by .25 which is 25%.
