They were both trying to follow their own party's platform congress was angered by Johnson because he allowed the southern democrat to abuse their power.

President Johnson and Congress fought because of their disagreement about how the Reconstruction should be done, because Johnson wanted a tender and quick plan for Reconstruction, while Radical Republicans, wanted to end the hold of the old planter class on the South’s society and economy.
