First find the slope of this line.
4y - 6x = 2
add 6x to both sides.
4y = 6x + 2
divide both sides by 4
y = 6/4x + 2/4
y = 3/2x + 1/2
slope = 3/2
A perpendicular slope would be the opposite reciprocal to 3/2 which is -2/3.
