On page 159 in the world history book it says, He wanted to make the tax system more fair, he ordered a census or (population count), of the empire so there would be records of all who should be taxed.

So your answer is C. so there would be records of all who should be taxed.

The correct answer is C. So there would be records of all who should be taxed.

Step-by-step explanation

Augustus was the first Roman emperor who governed until his death in the year 14 B.C. One of his government actions in the Roman Empire was the economic reforms, this started as Augustus took control of different territories (provinces) increasing the economic income of the empire. This system was based in taxes that were determined through the census because this allowed the emperor to know how much people lived in each province and this information served to establish the amount of money from taxes each province should provide. So, the correct answer is C. So there would be records of all who should be taxed.
