Fossils can not form when bacteria can locate them. It has to be airtight, like an airtight container, only this container is in the shape of a fossil. If bacteria do get to a fossil it will have a hollow casing but this rarely happens, as fossils are rare because of this. It is even extremely rare when you happen upon a prehistoric bug in amber, rarely the sap from a tree will harden and become clear and turn into amber, this is very rare though.
