Child labor laws stated that children had to work in safe, nonhazardous environments and get paid.
This unfortunately didn't work across borders because many countries still used children secretly as a method of illegal labor.

Child labor laws didn't really work because not a lot of states followed the rules and kids in asia are still doing child labor today. The child labor laws stated that the kids had work with no income.
