Niccolo Machiavelli wrote The Prince and he wrote about government and how if one isn't "loved by his people, he should be feared by his people".

Niccolò Machiavelli was an Italian diplomat, historian, political philosopher, humanist, writer, playwright and poet during the Renaissance. He is known as the "Father of Political Science." His most well-known work is The Prince. Machiavelli is famous for having tolerated and even encouraged immoral and dishonest behaviour in politics. Although he did not claim that these actions were ethical, he considered them practical and necessary to hold unto power.
