So, let's define skimming, close reading, and scanning.
Skimming is reading a text quickly to get a general idea of the meaning.

Scanning is reading in order to find specific information.

Close reading is thoughtful, critical analysis of a text that focuses on significant details or patterns in order to develop a deep, precise understanding of the text's form, craft, and meanings.

So, I would say the reading style best suited to reading carefully to look into relationships among ideas would be B. close reading.
Hope this helps you! (:

Skimming is the act of reading something very quickly and taking notes of important topics and when you're scanning, you're actually reading with one specific goal in mind, as in, you already know what you're looking for and you're reading in order to find it, only. So when you're looking for the connection between different points and topics and how they relate and compliment each other, you might want to try close reading, which is "the careful, sustained interpretation of a brief passage of a text".
