Using context clues if reading a passage a dictionary/ similar words if it's alone

I don’t think there is a definite answer, but context clues seems like the most efficient method.

Often context clues use signal words to help the reader comprehend unfamiliar words. When this isn't the case you can still use clues that are A. in the dictionary. B. embedded in the text. C. in footnotes.
