So really the question is asking what is
(1)/(2) divided by 4. When you divide fractions you flip it and multiply. So 4 as a fraction is
(4)/(1). When you flip it you get
(1)/(4). So now we multiply:

( (1)/(2))( (1)/(4)) = (1)/(8)
When you multiply fractions, you multiply across the top and across the bottom. So 1 times 1 is 1, and 2 times 4 is 8 so your answer is each person gets
(1)/(8)th of the pan.

Hope that helps.
