It would be D. 1840 buttons.

460 divide 70= 6.5714

Multiply how many buttons to make 70 shirts. 280x6.5714=1839.1960.

Change 1839 to a 1840 since there isn’t any 1839 and 1840 is about close to 1839.

Final Result: 1840 buttons.
