Why does the friar speak so harshly to Romeo as he begins the monologue?

He wants to straighten up Romeo's act. So far he's been acting like a baby whining about Juliet. The Friar just wants him to man up and restore his dignity. As a result he scolds him about how soft hearted he is bein
