The correct answer is D.

In this sentence, the author uses logos by providing clear and exact information about population growth both in the United States and outside of it.

He uses this infomation to convince his readers that, due to this rapid increasse, his solution, as hard and unmoral as it might seem, is the right one to deal with this global and pressing issue.
