PLEASE HELP ME!

Alex wants to find the average price of a gallon of milk at grocery stores in his town.

the answer to this that would most make sense is b. although i am not sure, that's what i'm laying most towards.

Answer is D


Because it says the average around his town. So it cant be B cause that the whole state. It cant be A or C since its in the same store.
