[Please Help]

Some historians point out that Woodrow Wilson's policies were not completely progressive. Why would they say this?

Most of the time, Woodrow Wilson's political policies had great intentions yet were unable to be executed properly. For example, the League of Nations was an idea to bring peace to nations following WWI, but was unable to enforce any laws they set. Thus allowing WWII to occur with little interference from the League.
