Hello:
the equation is : y = ax+b
the slope is a : a×(-14) = -1......( perpendicular to a line with a slope of -14)

because ;the slope of the line : y = −14x + 2


a = 1/14 y=(1/14)x+b
the line that passes through (-4, 3) : 3 = (1/14)(-4)+b
b = 46/4
the equation is : y = (1/14)x+46/4
