With these "find the offset" kind of questions you want to be looking at terms that become 0.

If x=3, y=2 is given as the center, you should expect (x-3) and (y-2) in the formula.

The radius is 5, and since the formula of a (not shifted) circle is x^2 + y^2 = r^2, we will be looking for a 25.

All this evidence points us to answer C, doesn't it?
