I would say appeal based on logic. I'm not entirely sure, but that's what makes the most sense to me :)

The correct answer is D) an appeal based on logic.

The rhetorical appeal that Clinton uses in the excerpt is an appeal based on logic.

President Bill Clinton is sharing numbers that support the accomplishments during his tenure as President of the United States. That is why he is using logos or logic. He is not trying to appeal to the emotions of the audience, that is why he is not using Phatos. Neither Ethos, the appeal for the credibility of who is giving the speech.

The excerpt refers to the farewell address of President Bill Clinton in 2001.
