Because she can't coordinate her sound receptors to localize the sound source. It s very common to mistake a hearing problem by a sound localization problem because at the beginning they might look the same, however, the difference is that once they identify that they can hear but not locate it. If they had a hearing problem they wouldn't hear anything or feel pressure in their ears.
