What this statement means country music always discusses topics that can be traditional such as what it know for songs about America and songs about love. And they express those both in traditional and modern ways. Some county singers might want their song to be a bit edgier so they mix a little Rock N Roll and adding provocative lyrics to it. While some might want to make their songs sound more folk with a sweet old-fashioned melody

Country music is a genre that drinks a lot from American culture and folk, so if you leave the traditional part, you loose the "core" of the country genre.

Now, of course, every genre must develop as the time passes, not only because in this way it remains fresh, but also because new musicians have new viewpoints and like different things, so is inevitable "modernize" the genre a little bit, and it also makes the genre more accessible for the new generations, so it is actually very helpful.
