Let's isolate x by moving the -1 to the left and the 3/2x to the right (direction chosen so that you don't get negative numbers):

4 + 1 = 2x - (3)/(2)x \implies 5 = (1)/(2)x

Now multiply both sides by 2 and swap sides:

2 \cdot 5 = 2 \cdot (1)/(2)x \implies x = 10
