A: Making better use of natural resources makes a nation more efficient and helps the economy so that's wrong.

B: Investing back into the economy, while has some risks, usually leads to more economic prosperity so again wrong.

C: Accepting foreign aid is usually just another country giving you money/resources which can be good to help you build infrastructure, make new programs, or reinvest into the economy. So this is also wrong.

D: This is the correct answer, moving production facilities to another country does not help your economy most of the time because it is taking away jobs which is people having to rely on the government while not contributing to the economy. We see this in the US as the migration of companies that used to produce in the US are moving out for cheaper labor.
