What statement best represents the New Testament's teaching about the relationship between faith and regeneration?

The Bible never comments whether one precedes the other.
Regeneration is the necessary antecedent to faith.
A person must believe in order to be regenerated.

Well the answer is that faith without works is dead. So in order to be "regenerated" or resurrected you not only need faith but also action that proves your faith
