Sir Andrew is a comic character whose purpose is to provide money for Toby Belch. He's mostly dim-witted and falls for many ruses put out by Toby. He's not quite bright enough to realize that his money is not enough to woo the beautiful Olivia, especially considering the way he looks, and he gives it a try, providing quite a bit of humor for the audience and the other characters.
