All but one president of the regional Reserve Banks rotates a voting position on the Federal Open Market Committee (FOMC). Which president has permanent voting privileges?

The regional reserve banks has a rotating policy when it comes to voting position, but the New York president of Federal Open Market Committee, or the FOMC, was able to have a permanent voting privileged. This is a good thing since the president has the power to veto the bills.
