2. rehabilitation, because in deterrence, it instills fear to get a point across and only gives a threat to do it or not. It doesn't change the mindset of the offender, only the choices they make.

Answer:

Rehabilitation

Step-by-step explanation:

Rehabilitation is the sentencing goal that tries to reform a criminal offender. The Rehabilitation tries to change the offenders' thinking and behavior so that they do not commit crimes again and again.

The other three sentencing goals most dealt with punishment, public safety, and onerousness of punishment.
