It means, "beauty is in the eye of the beholder", it's pretty self explanatory. :)

What I understand by that, is that beauty is something too general. For one, a rose could be beautiful, for others it may just be another flower in the garden. Beauty is determined by the person who sees beauty in something/someone, not by some social standard.
