One of the sectors that suffered the most casualties during the course of both the first and the second world wars were the prisoners/POV's and the civilians. Due to these, the United Nations had prompted to address the problem by establishing a centralised human rights agency which is the Universal Declaration of Human Rights.

The correct answers are:

- civilians and war prisoners;

- General Assembly;

The World War II was the worst thing that ever happened to the human kind. Tens of millions of people suffered, and lots of countries were left in ruins.

Most of the people that suffered were the civilians and the war prisoners, and they were treated in the worst possible manner, with genocides taking place as well among some groups, so it was necessary that the human rights had to be protected.

The United Nations is the organization that is above all in the world, and that unites almost all countries in the world, so they took matters in their own hands, and approved and adopted the Universal Declaration of Human Rights, so that the people can really be protected and have a big power keeping their backs.
