we need first to calculate the radius of the circumference, this is the distance between the center to any point of the circumference, then the radius will be:


\sqrt[]{(-8-(-9))^2+(3-7)^2}=\sqrt[]{1+16}=\sqrt[]{17}

then the circumference equation is:


(x+8)^2+(y-3)^2=17
