The flag pole is a cylinder, the surface area of the cylinder is given by:

SA=2\pi r^2+2\pi rh

Where:

\begin{gathered} r=(d)/(2)=(0.003)/(2)=0.0015m \\ h=16m \end{gathered}

Therefore:

\begin{gathered} SA=2\pi\cdot(0.0015)^2+2\pi(0.0015)(16) \\ SA\approx0.2m^2 \end{gathered}

Answer:

0.2 m²
