You have the following equations:

y = 2/3x + 4

-2x + 4y = 16

The first equation is already in the form y=mx+b, here, you can notice that the slope is m = 2/3

For the second equation, solve it for y, just as follow:

-2x + 4y = 16 add 2x both sides

4y = 2x + 16 divide by 4 both sides

y = 2/4 x + 16/4 simplify fractions

y = 1/2 x + 4

the slope of this line is m = 1/2

Take into account that parallel lines have the same slope and perpendicular lines are related as follow:

m1 = -1/m2
