3/20 is already in simplest form. If you meant in decimal form, it is 15, as each 1/20 is 5. To test this we divide 100 by 20.
100/20 = 5. 1/20 has a value of 5, due to
5 x 20 = 100

In fraction form, that would be lowest bu the decimal would be "0.15"
