Also, the value to the left are slightly higher then those on the right.

and hence the number of days would be slightly higher than 25.

My answer would be, that for the second graders, the best time would be in between 20-25. Why? It's simple, from kindergarten up until the third grade, the amount of testing is rising, peaking at third grade. After that we can see a slow decline, each next grade, we have less and less testing.
