In this case the answer is very simple. .

Step 01:

Data

{ (1, 2) , (2,9) , (2,3) , (7,0)}

Step 02:

The domain is reflected on the x-axis

The domain would be:

(1,7)

The range is reflected on the y-axis

The range would be:

(0,9)

Step 03:

It is not a function because when drawing a vertical line it cuts the graph at more than one point.

That is the complete solution.
