slope intercept formula:

y=mx+b

Where:

m= slope

b= y-intercept

Parallel lines have equal slopes:

y= 3x + b

Replace ( x,y) by the given point (4,-5) and solve for b

-5 = 3(4) + b

-5 = 12 +b

-5-12 = b

-17 = b

Final equation

y= 3x - 17

C. y = 3x - 17
