How can over-regulation from federal, state, and local government agencies deter aspiring entrepreneurs from starting a new business?

over-regulation would make it so making a new business can be hard or more than its worth. Also with too many regulation a business owner can feel like he/she can't make the business how they want or that their business will never grow as much as they want it to.
