This is correct, he found the y-intercept:


y(0)=(2)/(3)(0)+4=0+4=4

and a second point 2 units right and 3 units up at (2,7). let's check:


\begin{gathered} x=2 \\ y(2)=(2)/(3)(2)+4 \\ y(2)=(4)/(3)+4=(16)/(3) \end{gathered}

This is the error, because for x = 2, y = 16/3
