I am pretty sure the answer is the Gestapo
During the reign of Adolf Hitler, the Nazi group came up with an elite private army that was used as a police force and that was known as the Gestapo. The SS squad was originally set to be Hitler's bodyguards, but merged with the SA to form the private army and driving new police force used after Hitler was appointed chancellor of Germany.
