Because HTML is a format for making Web Pages. A few Programs I would use to make a website would be:
Web Spinner, Or Coffee HTML Editor.
If you want a website to make it for you, you would use Weebly or Wix. I hope this helped you!

Depends on what you are working on.
If you are working on a website I recommend Adobe Dreamweaver CC.
if its small assignments that doesnt involve major work, I'd use something like notepad++
