Which figure of speech is used in this excerpt from the poem?

Over the lilies there that wave
And weep above a nameless grave!
They wave:—from out their fragrant tops
External dews come down in drops.
They weep:—from off their delicate stems
Perennial tears descend in gems.

This kind of figurative language is personification - you're giving a non-human human traits. Lilies can't wave or weep, but this poem uses personification to give them that trait.
