The value inside of the parentheses (x + 3) in logarithmic functions determines the horizontal shift. It goes opposite of its value. In other words, adding 3 to the x value moves the graph to the left. There is the first part.

Second, the +2 on the end. This will either raise or lower the graph. In this case, it moves it up 2 compared to the original graph.

So, the answer is 3 unites left and 2 units up.
