How did Roosevelt get around the cash and carry requirement of the neutrality act when Britain could no longer meet those terms?

Roosevelt passed an act that allowed Britain and the allies to get US produced weapons and tanks and automobiles, etc. In this way, Britain got what they needed for the war, and after the war, they can slowly pay back their debts.
