i think it is D, since
P = 2(l + b)
÷2
P/2 = l + b
- l
P/2 - l = b
which can be rearranged by multiplying by 2
which gets you
(P - 2l) = 2b
÷ 2 again
then you get
1/2 (P -2l) = b
