It is d. I got this answer by dividing 18.54 i two. To get the price of five pounds, than adding that answer to 18.54 to get fifteen pounds and get 27.51. So it is d.

15 pounds of Sugar will cost $27.81.
18.54/2=9.27. 9.27*3=27.81. So your total answer would be $27.81.
