The answer is B btw. It makes sense that the power would be split between national and and state govern considering that they are TWO different things.

The answer is B. Federalism is an arrangement of government in which a similar region is controlled by two levels of government. For the most part, a general national government oversees issues that influence the whole nation, and littler subdivisions administer issues of nearby concern
