The line perpendicular to the above line has slope
-(1)/(m) =(1)/(2) . Its equation is
y=(1)/(2) x+c. Since this line passes through,
(2,-8),


-8=(1)/(2) (2)+c\\c=-9

Thus the equation of the line in slope intercept form is
y=(1)/(2) x-9
